The New London Board of Education has voted to launch an independent investigation into allegations that the city’s incoming superintendent may have misrepresented, or allowed others to misrepresent his credentials.
Terrence Carter’s academic background is facing questions after disclosures that he used the titles of Ph.D. and Dr. for several years without an accredited degree, and five years before being awarded a doctorate from Lesley University in Massachusetts.
There are also reports that Carter has a history of defaulting on financial obligations. Carter has said that he stands by his resume, but has refused to answer more specific questions.

The city’s schools have been overseen for more than a year by a special master appointed by the State Department of Education.
Carter was to take over the superintendency of New London’s schools on August 1. He was asked to withdraw from consideration for the job, but has declined.
An interim superintendent is expected to be appointed until the investigation is completed.
